DGAP’s Center for Climate and Foreign Policy

Project duration: February 2021 – September 2030

The Center for Climate and Foreign Policy, established by the DGAP (German Council on Foreign Relations) under the leadership of Dr. Kira Vinke, focuses on key issues such as climate migration, climate impacts and conflict, civil crisis prevention, and the intersection of climate and human development.

The center provides strategic advisory services to the German federal government, facilitating a dialogue on the goals and measures of Germany’s first climate foreign policy strategy. Additionally, with the support of SUN, the center contributes to articles and special editions of Internationale Politik.

Serving as a networking hub across disciplines and national boundaries, the center brings expert insights into political debates on complex climate risks.

Key questions addressed by the center include:

  • How does climate change impact Germany’s security policy?
  • What are the consequences of climate migration and displacement?
  • How do domestic and foreign policy dimensions of climate policy interact, and how can Germany develop a coherent response?
  • How can the costs of climate adaptation be fairly distributed at the international level?
  • What role can civil crisis prevention play in mitigating resource conflicts?
